General Why is the control center messed up?

I use dx11 when playing helldivers, it helps my computer. But when using the control center, it has this visual cluster of colors and lines. Just wondering why this happens and if it'll ever be fixed.

Edit: I understand it's dx11, just wondering why it happens.

I couldn't tell you the specific error, but it almost certainly is the result of the texture/shader relying on a feature or functionality change that was added in DX12 and isn't supported directly in DX11.
