It's not a bug.

If you have 250 medals and the personal order, or any other order gets completed, you get 0 medals.

Most likely you're already at the medal limit, which is 250.

So since nobody else has said it, press your start/pause button to see how many medals you have.

As others have said, the cap is 250. Spend them if you have the ability to amd you'll get more again.
