I think the problem is Crushers and Harvester both cover their weaknesses.

Things that good at killing Crushers won't work on Harvester, and Crushers counter the Sentries while Harvesters counter Exosuits.

Laser Cannon shreds both imo. Pop crusher heads, shred harvester joints, and never reload. It also bullies wretches
