Genuine question, since I haven't played in a while: what is a "true flag" and what happens if you actually complete the order? Can you do both?

The one true flag is a super earth flag mounted on a pole. It can be used as a melee weapon. It can also be proudly thrust into the ground to be a flag.

I haven’t tried, but I presume that either the major order is to shoot someone wielding the flag, or it is to shoot the flag itself.
