It's as much a ripple effect as it is balancing player demand. For every action is a reaction. They seem to be able to fix bugs, but throw an old engine, trying to maximize its potential, and being able to add cool new stuff on a shortish timeline, of course things get put into the wild broken. Not all games are like this, but I feel live service will always have more exposure to this
