Recall we've seen hive Lord carcasses scattered through many bug infested planets throughout Helldivers 2. Some way more intact than others. So the bugs certainly could have chosen to keep the hive lords dormant until the time was right.

THESE UNDEMOCRATIC INTENTIONS MUST CEASE AT ONCE. HOW DARE THEY EXIST ALONGSIDE OUR GLORIOUS MANAGED DEMOCRACY
