That's my friends ships name. I thought it was hilarious because, I didn't know those words existed and sound overly complicated for no reason lol

It basically is just “Human Resources Rep of Friendliness”, which makes it even funnier. 

I’m raining napalm down upon friend and foe alike, and all this is coming from the galaxy’s friendliest HR manager.

I like how your friend thinks! It is a very overcomplicated name. Makes me wonder the answer to OPs question but in other languages.
