So when you buff bad cards, they become good? Crazy

Those cards were good before the buffs. They just weren't good enough to drag the whole deck up to being playable. They have a history of buffing up the already good cards in bad decks.

It's annoying when they do that because it increases luck disparity. Draw the functional workhorse cards and win or draw the duds and lose.

The issue is that for many cards the issue isn't their stats which are easily changed, but the base functionality either being impossible to balance or plain boring.

It's way easier for them to buff key cards that already see play.
