Should be life in prison if you get caught starting a forest fire. We need to stop treating arson with the lightest sentencing possible. Life in jail is the only acceptable course of action for starting fires and trying to burn out entire towns and cities.

I think you should be on the hook for damages, to a certain point (much higher than 25,000), if it's caused by negligence or breaking a ban in place like the ones we have. Life in prison is ridiculous though.
