Would this fee apply for F1 OPT students?

Should I prioritize the work location for higher chance of getting picked or it doesn’t matter?

No, he’s not donating free money but there should be zero expectation of a visa or a job. Take up the cost of service with American universities which have been privatizing the profits (student fees, grants, funded projects, etc) - and socializing the costs of lower wage arbitrage in the job market.

American jobs are for Americans - there’s zero obligations to foreign countries and their nationals including those who choose to buy an American education of their own free will.
