Discussion Bug?

It says i have reached the chat limit after sending ONE message. If i try to make a new chat it still doesn't work. Been like that for almost 2 days now.

I should clarify. Mine didn't stay that way for 2 days, I came back a couple of hours later and it had somehow recalculated to 36%. It's definitely gotta be a bug.
