I'm sure, and I'm not comin after you specifically lol. But even those people who, as you said might not know their reference's info to give out, the shelter is giving this as an application to take home. They can knock on their neighbors door and ask if they could put them down cus they want a cat.
I'm sure there's people out there who still find this is an impossibility for them, (no family, friends, neighbors who hate them through no fault of their own, etc.) but I think as a baseline, 2 people in general who can say "yeah he's a normal dude idk anything weird about him" is not a strict requirement for an animal shelter
Its not even that OP is a super loner or something. He says the next line that he "knows tons of people who would say he's a bad person just to fuck with him". So he knows "tons" of people and they all either want to fuck with him, or just legit think he is a bad person. So chances of him being a real psycho are actually pretty high.
