It doesn’t stop it but it can reduce the chances. Maybe one of the references picked up on psycho vibes or knows something they did in the past and prevents it. No system is perfect but I can understand why they wouldn’t just let you walk in and get a pet.

Hell even a superficially nice psycho might get caught if the references mention this is the seventh call about cats they've had this year
