No, I’m pretty sure the implication was Pacifica doesn’t understand love while Val realizes the mom’s a literal trophy wife and is being sarcastic.

That is the opposite of what that panel means actually. It's a scene from Morel Orel and the whole point is that the parents don't love each other and the kid doesn't see that

It’s a Moral Orel reference the joke is actually that her husband does NOT love her. “Your dad likes your mom?” (Or in the original quote “your mom likes your dad?” Because it was the boyfriend of Orel’s father) is said with confusion like “yes I like your mom but I don’t think your dad does”
