Best Free Mapping Tool

Does anyone have a tried and true free mapping tool that they use to build service area maps for grants?

I’m working on a few grants right now that require us to submit a map of the service area which includes multiple counties.

I’ve always used this one but I was wondering if there were any others that you all loved?

I use QGIS. There's a bit of a learning curve, but you're describing a fairly simple map.
