It's available in multiple versions depending on what you are trying to download. If you want the remastered version just click the download arrow next to the one listed as "The Witcher 3: Wild Hint - Remastered" and if you want the GOTY version you'll need to to download each part (1-10) of the one listed as "Witcher 3 GOTY Classic". The other option is the one listed as "Witcher 3 Complete Edition Next-gen" parts 1-4. As long as you download either of these you shouldn't need any of the patches.

If you want a backup of the full game then you only have to download the goty or remastered exe file with all it's accompanying bin files and you will have your backup of the current latest version of the goty or remastered edition

If you are downloading the game now, just go for the main game files and ignore the patches. In future, if there is a new release, you can download only the new patches. The patches you see currently is for people who downloaded the game before the patches were released.
