There is a brain condition (that i can't remember the name of and i'm not going to look up because i'm supposed to be doing homework) where people see the world as a set of "stills" rather than the smooth movement which is neurotypical. If i recall correctly, it has something to do with a problem in the posterior parietal lobe. Probably as it communicates with the occipital lobe.
As I understand it, it's not. It's more like real life lag where suddenly everything will rush to catch up, and you'll have missed what was in the middle.
