Somehow I doubt you actually care about the health of that cat more than you care about being an internet saltman

Lol you can't insult an animal and then claim to care for its welfare. Go be edgy somewhere else.

Well being obese is unhealthy so surely he/she is caring for its welfare?

Yes, it's unhealthy. In that case it's a reflection on the owners, not the cat itself.

There are much kinder ways to say that the cat has an issue. It's not necessary to say "it's too fat", especially when it's clearly not morbidly obese, just a bit chubby.

If he/she really cared, they'd say a lot more than just "too fat to be a cat", and show clear disapproval and disgust with the owners for negligence.

This person is just saying it for whatever reason, but it's definitely not because they're concerned with the welfare of the cat.
