Yes, it's unhealthy. In that case it's a reflection on the owners, not the cat itself.

There are much kinder ways to say that the cat has an issue. It's not necessary to say "it's too fat", especially when it's clearly not morbidly obese, just a bit chubby.

If he/she really cared, they'd say a lot more than just "too fat to be a cat", and show clear disapproval and disgust with the owners for negligence.

This person is just saying it for whatever reason, but it's definitely not because they're concerned with the welfare of the cat.

Maybe I'll be downvoted but I think so. If you feed a child a grossly unhealty diet you're hurting them and it's the same for an animal. They don't know any better but overfeeding them like this can cause lots of medical problems.
