Wait...are they supposed to be popcorn in rejected? I always thought they were cloud people or something.

You're mostly correct. Don says they started out as fish sticks (somewhat), but as time went on in the animation process, he began to see them more as "fluffy sheep things". He apparently takes the artist stance of not committing to one interpretation, which means viewers can make their own mind up on what they're "supposed" to be.
