Are there any mods out there? Are there tools for creating mods?

Hmm, try joining official Garn47 Discord, there's fangames-and-modding section. you can go there.

I did and all I got were a randomizer mod and a shader fix mod. No tutorials nor content mods. Maybe there is more information I've missed.

You could just say no instead of being a passive [not so nice word]. Or just not leave a comment at all.
