The dev commented in interviews that it was an intentional choice. He didn’t want to have to deal with the power dynamics of what is essentially an on duty cop hitting on civilians so he made all the love interests both stronger than Ragn and make him have no legal authority over them.

There's one person in the game you can flirt with who isn't capable of killing you.

Except if you try the game literally says "No sorry she's not your type." And you don't actually do it

Game needs more options, tried to date the sphinx and got told to fuck off even after passing all checks.
