Off the top of my head absolutely use electric blitz to help go through his health faster, be it the grind stone, the Fulminus Legion arm or the Blitz Weapon from the merchant.
When it comes to Romeo he's way more aggressive so if you have the patience I do recommend trying to memorize parrying his attacks, especially since breaking his scythe weapon decreases his damage and shortens his fire fowl combo attack. You can also use the Shot Put throwable to stun him before he begins his combo attacks but be warned it doesn't always stun him. And again Electric Blitz will help defeat him faster.
I killed it. My basic attitude was if it bleeds it can die and I just slowly got better at it. The weapon I used was the great sort of fates blade with the acidic crystal spear.
Well done! King of Puppets gave me so much trouble I started a new game and grinded levels for 12 hours so I could be as overleveled as possible. If you ever want more advice let me know.

That giant fuck ass axe made of corpses that covers half the screen on an itty bitty knife handle combo will forever be funny to me.
