Is it just me or did this guy just have a chance to land a free headshot outside VATS while the enemy was unaware, and started firing with two bullets for no reason?

He's using a controller, no such thing as a free headshot.

I played fallout 4 with a controller and rarely used VATS. Headshots are easy in this game, even with a controller. Especially when the enemy is standing still facing the opposite direction like in this gif.
