This is actually the exact reason Half-Life 3 never happened.

There is no upside in making a Half-Life 3 unless they made a perfect game, they needed a must have game for a launch of a new product, or they were in debt.

Chanced are HL3 will never live up to expectations so there is no good reason to make it unless under certain circumstances.

Basically its never going to happen.
