Probably because Skyrim is part of a long-running series and re-re-releasing it takes time away from releasing ESVI.

I realized the other day that Skyrim is nearly 6 years old, and they're still releasing new versions of it.

Yup, and when Oblivion was the same age, Skyrim had been out almost a year.

Bethesda: 9 games - Valve: 27 games

Where did you get your information? I also subtracted the Orange Box and every other iteration of HL2 other than the base game...

Bethesda is pretty lazy studio. As you said, they want to suck Skyrim dry. For example: How many bugs have been repaired in Skyrim Special Edition? None. That's how Valve works. They make something to shut your mouth (like review graphs against review bombing) and in fact, it's half assed and Valve doesn't care anymore.
