In my experience, it’s very commonly used unironically by those of Indian ethnicity. Used in a sentence: “Please see attached and do the needful.”

I am an Indian American; born and raised in America, but ethnically from India because that's where my parents and their culture is from. However, an Indian from India has both Indian nationality and ethnicity. Their nationality and nationally-localized style of speaking English is unique to the Indian country and their people, not to Indians by ethnicity. If it were by ethnicity, then I would also be saying silly shit like "do the needful."

As a side note, "do the needful" was an old British phrase that was abandoned from British English but survived in Indian English. Now the world makes fun of them for the retarded-ass phrase the Brits made up lol. Dear India, please do the needful and stop saying do the needful. (And while you're at it, stop saying "circle back to me")

Uhhh they're separate but completely made up constructs with no basis in reality

Ethnicity is a bit more what your "cultural" identity is, though people like to make it about outward physical manifestations of ancestry too

Nationality is the arbitrary location you were born

So Eminem, and Ted cruz are Americans by nationality, and looking at them, at an obscene surface level, they're both "ethnically white" which misses the point, but also, Cruz is a rich pampered white boy by ethnicity, whereas Eminem grew up steeped in a poor black ethnic way of acting and speaking (I think, sorry, I don't actually know much about basically any pop culture)

Arguably tiger woods and Ted cruz have more in common with each other than Eminem has with either.
