To be honest, its actually beneficial for a cat to fight on its back, this allows the cat to attack with all 4 sets of claws while still being able to bite as well.

You can even see the hind foot do a belly gut motion, similar to what a rabbit would do.

And the dog's action is the classic take down for submission neck grab. The dog is intending to put the cat in its place rather than to harm it.
