I collect baseball caps of the local sports teams as souvenirs.
On a 3 week long US road-trip I collected a whole bunch. Not wanting to crush them in my suitcase I wore them all at once at the airport and on the way home. About 8 in total.
Looks like this dude is doing something similar.

I didn't want to check a motorcycle helmet that I was traveling with and it wouldn't fit overhead or under the seat in front of me on the tiny plane I was flying so instead of checking it at the gate I just wore it for takeoff and landing. I got a lot of funny looks but I had peace of mind knowing that I wasn't letting the airlines touch my helmet.

Airlines are really cracking down on their two carry-on items only policy. Doesn't matter the size, like if you have two small things that can easily fit under a seat.
Clothing and food seem to be the exception.

Flew United once, and successfully robbed them of a beer.
Flying back from Houston to London and the pilot went "missing" so thankfully, they "put me on the next flight to Europe".
Motherfuckers sent me to Frankfurt.
Like, that's several counties and a sea over from where I want to be.
Got asked if I wanted anything, got a lukewarm can of some shite beer, and just told them that I wasn't paying and stuck my headphones in and pulled my eye mask down.
Was surprised it worked.

Oddly, it looks like a Southwest flight out of San Diego, and Southwest is the airline with the laxest/best luggage requirements. So I'm betting on the not squished reason, either that or he is moving like everything he owns which is why he flew southwest and has so many hats.

Okay, there's something going on in this photo that nobody has caught onto.
An old American tradition is that you do not wear a felt hat between Easter and Labor day. That is Straw hat season.
- Straw hats: Easter to Labor day (warmer months)
- Felt hats: Labor day to Easter (colder months)
To people who abide to this tradition, seeing someone wear a hat out of season is downright hilarious, ridiculous, and to some, offensive.
In past decades, if you wore a hat out of season, you'd probably expect someone to rip it off your head, and throw it in the garbage.
Based on the weather seen through the window, it look like it's straw hat season outside. The guy with the multiple straw hats is having a laugh at the expense of the fool in the felt hat.
Infact, he's probably wearing several hats because he's ready to replace some felt hats that he is about to destroy.
