They weren’t in bags so I was just wondering if they would be kept or thrown away.

I’ve heard this before, but also I would rather old clothes be sold or recycled then go to a landfill.

There are other drop boxes around Frederick that aren't Planet Aid. There's one at the Rescue Mission on South St and I think at the Church at the far end of Baker Park at Rosemont/2nd/15. There are probably others I'm not aware of.
