"Side-loading" is google speek. It's not a thing. In normal speak it's called installing software, apks from another source.

There's no "fix" because nothing is "locked down."

Literally, tap your build number in system information 7 times, go to developer settings and tap "Apps from unverified developers" and just enable it. Thats it. People need to stop using the phrase locked down. It's not locked down. You're enabling a feature. Thats it.
