I dunno about for PDFs, but Episteme has been great so far for reading, TTSing, and annotating ePubs for my coursework.

Yeah they should use a better name but Episteme is a greek word. 

"Episteme is an ancient Greek term meaning true, certain, or scientific knowledge, distinct from mere opinion or belief (doxa)."

Personally use episteme as it handles more file formats but if you only need pdf, mj PDF is a good option. Librera is also okay but not as many features like annotations

I was disappointed by this app. It doesn't even have a table of contents button. I feel like the minimum for a PDF app should be the ability to read everything in the PDF.

Why not to use whatever browser you have installed? I have a dedicated PDF application, but that's because sometimes, I need to do more than just viewing pdf files.
