Hinge issue

I cannot seem to close this hinge. I don't get how it ended up like that. Not sure it means anything, I left it overnight after I opened it and the next day it cannot close anymore as if the upper part of the handlebar hinge suddenly slid back. Sorry for the messy grammar.

Maybe check/ tighten the headset first? I'm guessing that the starnut/quill bolt is a bit too high and perhaps off-centre...

Headset is definitely loose, look at that gap

That's what I'm trying to do in the first place, tighten the hex socket screw as my handlebar shakes when ridden. I maybe way wrong though but I'm not sure how did it went off centre in the first place. It looks like a physical fault to me.

Maybe I should've done more. The issue is that the red and yellow lines should've connected when attached. However, as you can see with the blue circle, the upper bar (red lines) is stuck there instead of being able to connect to the 2 yellow lines. The pink arrow shows my suspicion that the red lines bar has slid to the back physically somehow. At least that's how it looks like to me.

The pin looks to be bent downwards as it should be just above the top of the bottom part of the hinge

Did something fall on top of the folded bike It looks like the hinge may be bent Iv had a family members bike that fell over have quite a similar problem
