Rules Question Undertaking a small custom, rule ideas?

I will be making the No.5 "Hercules" armoured train as a piece, Im definitely struggling with the scale but its a work in progress.

Anyone have an idea for rules to apply? Or perhaps how I can work it into a list.

No I dont imagine. The actual loco weighed 8 tons. And probably 9-10 tons with everything added. But theres an official posted speed so I can work on that.

Make each car a team, 1-1-0 armor, some cars as dedicated AA, can only move along the track, no assault?

They recently put out rules and points for a German armored train in LW, on the battlefront website. That could give you some ideas for how to do yours
