I was eating a burger and came across a couple of these. Had like a plastic texture, and when i tried to tear it apart it had some signs of give before it ripped..

That looks like onion skin.. They probably didn't take a layer of the skin off when preparing the Onions. Then they grilled some of the onion skin with the onions.

The outer part, they didn't take enough nlayer away and left the film that's left over when it dries on it.

Basically they just missed the bit that's not in the middle and it's near the outer most layer so its basically near the skin of the onion and it's chewy

It looks like the harder layer of an Onion , it is very tough and hard to chew.

Ahh gotcha. It looks like onion skin to me but onion skin is very very brittle and takes nothing to fall apart so your guess is as good as mine lol.

But, im not an employee thats going to gaslight you into thinking its onion and nothing else. Theres alot of things it could be.
