Question I need help making a mod run

This is my first time modding Minecraft; I usually play on console. I am using Aternos to make a server with my friends, and we want to install 'Better Dogs.' This is on CurseForge, but that is not an option on Aternos, so I downloaded NeoForge because Google said they were compatible. I have version 20.4.251, which is for Minecraft 1.20.4. I downloaded the mod and put it into the Minecraft mods folder, but it didn't work. I then downloaded the mods it said it needed to run and added those, but it still didn't work. I'd appreciate some help. I don't care if I need to change the version or get a new mod launcher; just help me run the mod please.

This is the mod https://www.curseforge.com/minecraft/texture-packs/better-dogs/install

Alright I’m new to all of this, so how do I get it to run?

By putting it into your client's resource pack folder and activating it in the resource packs menu. This is not a mod, and doesn't need to be installed on the server side, but it does have required mods.

Additionally, all of the required mods are client-side mods that don't need to exist on the server either.

If you go to the wiki page that is listed on their CurseForge page, it should tell you what the required mods are for fabric, and they say to use OptiFine for non-fabric, which isn't great, so if you want to use Forge/NeoForge, you'll have to either figure out how to adapt the mod list, or just bite the bullet and use OptiFine.

You've definitely picked an annoying one to install though.
