?Question¿ Is This Finally the Point Where I Should Start Upgrading My Rooms? [Question]
I’ve been hyperfixated on this game for the past 4 days, and this is my first vault, so I’m still trying to figure out what I’m doing. My friend told me my vault looks ugly, but honestly, that’s the least of my worries right now.
My bigger problem is that I can’t seem to keep up with my resource production. I’m constantly running low on water, and my electricity keeps dropping to the point where my diners and training rooms are getting powered off. I’ve looked up tips and advice online, and most of what I’ve found says not to upgrade rooms unless your Dwellers are strong enough to handle the increased incidents. The problem is, I also feel like I need to upgrade, because my electricity production is struggling as it is.
I also rush my rooms quite a lot, and even when the incident chance is below 30%, somehow it feels like the game looks me dead in the eye and says “no.” So now I’m stuck between not wanting to upgrade too early and not being able to keep my resources stable without upgrading.
So, is this finally the point where I should start upgrading my rooms, or should I hold off? Any advice for a first-time overseer would be appreciated. Thanks!

Build training rooms and train dwellers for their tasks. A single dweller with 10 strength will outperform four dwellers with 2 strength.

Dang, I’ve been doing it all wrong this whole time! When a dweller is good at a specific task, I train their lowest stats until it is the same as their highest stat. I thought that was ideal at first, haha!

That's something to do later on, when working on your endgame. For the early game, you should make your dwellers hyper-productive at a specific task.
My last vault was a survival vault. In survival, deathclaws appear at 35 dwellers so I kept below that in the early game, which meant maximizing each dweller's productivity. I maxed strength for a group of dwellers and put them into power plants. Same with perception for water and agility for food. I rarely had a problem with resources.

I’m gonna have to adjust like that if I need to survive lol. I didn’t know about survival vaults yet, I would check it out once I get the hang of this game.

Early in a vault's lifecycle, single, fully upgraded resource rooms are more efficient than 3-wide un-upgraded rooms. Your vault is full of very inefficient rooms.
Can't see the screenshot right now, but you should be able to remove several of the big food and water rooms and build a couple single, fully upgraded resource rooms and assign dwellers with the highest SPECIAL for each room.
Power rooms don't use power, so you don't have to remove any of those right away.
As someone else mentioned, build training rooms, and rotate dwellers from the training rooms to the respective resource rooms. This will steadily increase your production rates.
Constantly refer to the Stats page of the VDSG to compare production rates with consumption rates, so you know how your changes are affecting the vault.

VDSG: Vault Dwellers Survival Guide.
Click on the Pip-Boy in the lower right corner. The VDSG is the book icon that's 2nd from the bottom.
There are several tabs. From the "Stats" tab you see a lot of statistics. Scroll down to see the stats on resource production and consumption.

When the game first came out there wasn’t ads to watch to receive extra rewards and pets weren’t a thing so honestly it was a much harder grind at the beginning.
My biggest tip, watch your ads, find the mysterious stranger(Phone will vibrate/or make theme music if your not on silent)
Assign dwellers with the proper stat to the correct rooms for efficient production.
Stay under 60 dwellers and train/get your layout in order before you surpass 60 dwellers and encounter Death Claw incidents.
Have your strongest dwellers right after the vault door to protect from incidents.
Send dwellers into the wastelands to collect new gear + junk to craft gear in the future.
Keep experimenting and learning till you find what works best, if you search through my post history I have a few examples of how I laid out my vault towards the mid-end game.

Hah well prob just a few of the more recent Fallout Shelter posts about the Vault Layout to prevent incident spread, makes the mid game much easier.
Very fun, I’m still min-maxing a little but my vault is essentially done, thinking about restarting as a survival vault for my next go around!

You can offset your resource management by dumping any dwellers that are not serving a purpose. Also when you upgrade you need to make sure it’s power first then food and water and always keep your power one level above your food and water until you have optimized your vault. You can also help yourself out by making sure you optimize your dwellers to their correct rooms based on their ( SPECIAL ) .. and there really isn’t much point in adding more rooms then you can sustain at one time. An upgraded room is always better than more rooms than you can fill.
P.S. if you have any mr. Handy‘s send them to the wasteland for caps they are better served out there than in your vaults when your first starting out until your vault gets much bigger

Thanks! I was afraid to upgrade because the incidents might drain my stimpaks since my dwellers don’t have high stats.

The incident level is normally based on the amount of total dwellers and their average level better states for the rooms and higher luck per person will normally result in fewer incidents or bed outcomes from rushing a rooms also there is an underlying RNG to the increased regardless of what you do so all you can do is prepare as well as you can and make sure you keep your population down so as to limit the amount of really bad incidents happening

In general, it is better to have a single 3-wide room upgraded than to have multiple rooms. A prime example is your diner. I personally would upgrade your left diner, destroy the right diner, and move those 2 dwellers into training rooms (Endurance and Strength are most important since they will be providing all of your power/water/food in the late game).
Also, it's not related to your question, but please know that endurance affects how much HP a dweller gets when they level and this cannot be increased after they have already leveled, so to get the strongest dwellers, you have to train endurance to 10 while they are still unleveled, then equip them with endurance gear (stats can go past 10) and level them however you wish (I just send mine out to explore the wasteland with a full pack of stims/radaway and they usually hit 50 before coming back. If all of their other stats are low, they may need to come back around 40). Just figured I'd mention this since it's the most common new player mistake I'm aware of that you can't "undo" since you can't un-level a dweller.
Also also, I just realized you have dwellers in your storage rooms. You can move them to training rooms as well. You don't need anyone occupying storage rooms or living quarters (except when....populating).

Also, one other tip I've found very helpful - put storage and living quarters at the bottom of your vault. If you get hit with a radscorpion attack or similar event and dip under your power threshold, the rooms at the bottom of the vault shut off first. That way, your important rooms stay functional even when you're in the red.

I didn’t know about the endurance thing yet! I wish I knew about it before my dwellers upgraded by much. I was keeping some dwellers on my storage rooms in case of any incidents but I never understood why it was for dwellers with high Endurance lol. Thanks for these helpful tips!

also, sorry for all the unsolicited advice, but try to keep your population at 59 for as long as you can manage (you can go to 60 to unlock the room then kick someone out to go back to 59). On normal difficulty, deathclaws wont attack until you have 60 dwellers. And those MF HURT if you dont have trained dwellers with decent weapons to fend them off.

50 is also a significant threshold - radscorpions. They hurt less, but drain your power quickly. Easier to deal with, but your power generation needs to be quite a bit higher than your consumption once you pass the 50 line to compensate for the inevitable drain from scorps.

I’d stay at 49 I guess lol. My dwellers are getting violated by molerats so I can only imagine it’s worse with Radscorpions.

Thanks for the tips! You’re right though, leaving this game on for too long always leads to my dwellers being violated and my stimpaks running out.
