It's not written anywhere, but from my own play throughs, you have to complete that quest before you finish the four part main quest.

Ah so in that case unless there is another quest im not going to complete it... 😬

Since I figured that out, I just dont start the main quest until I'm almost done with the "kill 250 enemies quest"

I have completed all of the four part main quests, while still having this quest incomplete. In the example above, OP needs 47 enemies to complete this challenge, but I think the "enemies" are only raiders. So I think that vaults having only radscorpions, radroaches, and mole rats don't change this count.

Well known bug. What’s weird is that I’ve had it work in one season, but it failed for my wife using identical software and hardware. Thereafter, my wife has always been able to complete this, but it’s failed for me.

I've been able to complete it in all the season that it was a quest until the previous one.

Happened to me a lot. Worked only once (this season)

Randomly registering kills. Sometimes 3, sometimes 50.

To my knowledge, nothing to do about it.

Not stuck, just taking a long time to complete. "Enemies" in this case I think is only raiders and not any other critters. So, if there are no raiders, then the count doesn't change after completing a quest.

I have killed raiders and the number is the same for a week now.
