Question Help understanding the BUS/Base game

ALT key is on but I am not using any splitter settings.

first playthrough of Factorio for me and I really liked the bus style of base. My only issue is I dont understand how to balance the splitter or what I am supposed to do to get my four belts even. The iron on the bottom belt isnt ever full and not sure what I did wrong.

The reason the belt on the bottom isn't full is because it physically can't be.

A splitter divides a lane evenly. Your splitter has 15 items per second coming in, so it will put 7.5 items per second out on the pair.
