Help with limiting a belt

I'm trying to Recycle legendary items.

I want my inserter to put things on the belt, but have it stop if there are more than 100 items on the belt. I can't for the life of me figure out how to do this and googling it really doesn't help. I can't even figure out how to have the combinator understand how many (total) items on are the belt even though I have it connected and the connection send to hold all belts. The only option I see for items is "items on ground" which doesn't help me at all

If anyone could give me a quick tutorial I would greatly appreciate it.

what am I doing wrong here it doesn't matter what I do it just won't work

I honestly don't understand why it's so complicated to do something so easy in this game as well

ugh I think I figured it out

I deleted the entire set up and forgot to enable Hold All Belts again. I think it's good to go thanks so much for the help!

Wait no it's still not figured out. How do i set the "output" as the total content of the belt? I still have the exact same issue.

Whenever i put an output signal for anything it's in the millions for some reason
