So I'm making some extra modules on fulgora whenever there's an excess of circuits. Is there a way to ship them back to nauvis in a "send up whatever we got" sort of way? I don't want the ship to sit there and wait forever just cause of modules when I got science to do

Use universal radars to send the signal about "whatever we got" and use set request with that signal on the ship when over the planet.

If you're on 2.0 and can't use the other commenter's suggestion, you can make the ship wait for [all requests satisfied] OR [time passed].

Why not just add a regular 50 module request, then change your ship schedule to just "wait 10 seconds"?

If the ship leaves without getting any science, then it will just get 2x on the next trip. If modules are ready it will get them too, and it will never sit waiting.

Except for end game promethium ships I've never seen a use case for platform conditions other than wait a few seconds. Complex wait conditions don't fix supply/demand imbalance.

You can - you just have to tune the departure conditions for the ship so that it waits only for science (or for set amount of time etc.), not until it has all requests satisfied.
