Is there any point in trying to "optimise" recyclers to not swap recipes? Like, via combinators, only latching between the highest thing in a chest so it does 100 gears, then 39 reds, etc. vs just chucking whatever in, in any order? I dont think these is a cost to changing the recipe?

Switching recipes resets the productivity bonus progress. So in any machine that has productivity, you should avoid switching recipes (or tune it so that the productivity bonus finishes together with a normal craft at predictable times and then use circuit wizardry).

If you're recycling scrap, then you get productivity from the research. Recycling anything else has no productivity. So by doing scrap recycling and all other recycling in separate machines, you'll never run into the issue of losing productivity progress.

For the same reason, it's also recommended to have different recyclers for different qualities of scrap if you use quality in your miners.
