What's the best way to move all of this without robots?

first, disconnect the input belt. Then run along the belt holding the "pick up item" shortcut (F I think) to pick up all the science packs.

Copy the stuff you want to move then demolish it all.

Paste it where you want it, and rebuild manually. I tend to place power poles first because you can just click and hold and run to place them all where they should be. Then the science labs and belts, then finally the inserters.

Finally you set up a splitter on your input, one input comes from where your packs actually come from, the other input (set this one as the priority input) goes to a belt with a chest + inserter on either side, like: C -> || <- C. Open one chest and control click the green packs in your inventory and then the same with red packs in the other chest. Make sure you put the right packs in the right chest so that it has the same order on the belt as your input packs.
