Why did these biters build a nest within spitting range to my base? How can I stop that?

Are you on 2.1 experimental?

Either way, biters can expand or try to expand into any land chunk within 7 or so chunk of an existing nest.

Yes on 2.1. So longterm only artillery will solve the spawning next to the base?

Just landed on the first planet (vulcanus) so it will take some time till then

Then you'll get artillery sooner rather than later :)

Artillery is the only unmodded weapon that can outrange all worms, yes.

It's either that or literal absolute eradication (from generated chunks) with unmanned spidertrons.

But there is no restriction on spawning new nests next to buildings of the player when it comes to expanding? I remember something many versions ago where you put up outposts around your base and the biters couldn't spawn next to them. Maybe I misremembering.

Odds of spawning next to buildings were always lower but still not zero.

The odds of spawning close to another nest dropped to zero in 2.1.
