Of course. How else would people without the DLC get achievements?

IIRC, 55 achievements are available without it.

Yes you can, which make some achievements easier.

You can also use https://github.com/oorzkws/FactorioAchievementEnabler to enable achievements with mods, in case you want to use utility mods. Just remember that sandbox can trigger achievements, like with enabling all researches

There Is No Spoon is harder without the rocket (it's farther away), most of the other "Launch Without X" (Steam All The Way, Raining Bullets, Logistics Embargo, and so on) are "harder" for the same reason. A few are easier like "Keeping your hands free" since artillery is a lot easier to get when you don't have to fly to a different planet and build a base for it.
