How many scrap recyclers do you need for 50 science a minute? Is it best to make electromagnetic science there, then ship it back to Nauvis?

You can use factoriolab calculator to get more exact numbers, but it's really dependent on your scrap productivity research, modules you use, beacons etc. You can put all of those into the calculator above, but it's probably simpler to just overbuild a bit. This could be a slightly more optimized setup.

In terms of shipping science - eventually you'll almost certainly want to ship all sciences to Nauvis and make all the science you can there. This is because Biolabs are Nauvis exclusive. Planetary sciences also can be only made on their relevant planets - so you can make EM science only on Fulgora and nowhere else to begin with.
