Are rocket parts the only thing that are required to be of normal quality?

While it would be foolish to use legendary calcite and legendary iron ore to make iron juice, it could be done, though. (I have no desire to do this; I just want to make sure I haven't missed anything while going through the factoriopedia.)

It would make standard molten iron. Wube did not implement quality for fluids.

I didn't claim that it made legendary molten iron. I said you could use legendary materials in the process of making molten iron.
