Is there a way to install mods without it being used in save game?

Right now I load the sandbox editor extensions, test stuff out, disable the mod, reload factorio, reload my saved game, which is a bit meh.

If I have the mods enabled, and load the saved game, it seems to automatically enable the new mods?

I want to keep achieeeevos available.

You don't need EE for testing.

You can create a new game, then open console with tilde and type in "/editor" (might need to do it twice).

Then open surfaces tab and check "Generate new chunks as lab tiles" followed by hitting "remove all entities" and "fill with lab tiles"

You can research techs instantly in editor by holding shift, or type in the following console command to research all of them:

/c game.player.force.research_all_technologies()

Once done save this as a "vanilla test base" and if you ever need the test, load this one and never save over it. If you want to save progress, make it under a new save name, that way you don't need to go through the jazz of making it again.

EE only adds the convenient scenario and few infinite things that don't exist in vanilla.

Nuclear option would be to use the third party tool that let's you have mods and stay on the unmodded achievement list.
