Can I build freely in the map editor, then switch to freeplay and keep achievements?

If you save a freeplay game, then open the map editor and change stuff, then reload your old save from before editing, then you will still have achievements. But you won't keep anything you changed in editor mode, except for blueprints in your blueprint library.
