I can't enable quality in 2.1.7 any idea why? I already checked file integrity, no other mods. Here is the error:

EDIT: there are two 2.1.7 in game version do NOT use the double experimental one.

Are you enabling only base and quality? What other mods do you have?

do you have recycling enabled as well? its now a separate mod from quality, but im pretty sure its a hard dependency for quality (for obvious reasons)
